Welcome to the City of Highland Park's payment center.  The payment center provides a secure, convenient, and easy way to make payments for registration, renewals and invoices.

Online Payment Services for Permits, Plans & Licenses
The online portal allows users to pay City invoices, submit applications for permits, plans and licenses for services, and access information related to your project or business.

Existing City of Highland Self Service Permits, Plans, and Licensing Portal Users
The City’s Permits, Plans and Licensing online portal was recently updated to provide a better experience for users.  If you had login credentials prior to March 9, 2024, you will need to re-register using the email-address/user-id used in the previous system.  This can be done by following the instructions linked here.

New Self Service Portal Users
View the user guide to register as a user for the City’s online portal. For licensing, if you do not see any information regarding your business, please contact City staff at cmolicense@cityhpil.com to connect your online account to your business.
