City Council Continues Discussion of Permanent Memorial Framework

February 28, 2023 -- At the Monday, February 27, 2023 meeting of the Committee of the Whole, the Highland Park City Council continued its discussion of the framework for moving forward with the permanent memorial remembering the victims of the Highland Park shooting in July 2022. The permanent memorial will ensure that the lives and legacies of those taken in the Highland Park shooting are remembered and respected.

Building on the Council’s previous conversation, which included a review of best practices from City Manager Ghida Neukirch, City Councilmembers reiterated the need for thoughtful and compassionate planning. Of paramount importance will be ensuring that the voices of family members of the individuals who were killed are prioritized throughout the planning process.

Several potential approaches, each with clear and distinct benefits and challenges, were discussed during the meeting, but no decision was made. Throughout the discussion, the Council also underscored the importance of continued public engagement, including feedback from victims’ families and survivors and continued bilingual outreach to the Latino community. To that end, regardless of the formal structure that is ultimately implemented, all meetings of the planning group will be open to the public, with agendas and minutes posted in accordance with the Open Meetings Act.

The City of Highland Park remains committed to implementing a trauma-informed approach to the planning process, incorporating expert feedback and best practices throughout. Cognizant of the recency of the Highland Park shooting, and the many individuals who are continuing to recover from life-changing injuries, the City Council discussed the importance of taking a deliberate and measured approach to balance the diverse needs of various stakeholders who were directly impacted by the shooting. In keeping with this approach, City Council will continue its discussion at a future meeting of the Committee of the Whole.

Planning for the permanent memorial is anticipated to be a multi-year, transparent process, following the City’s existing public meeting structure and providing multiple opportunities for public input that will be communicated throughout the process. The City will continue to inform the community as these discussions progress with updates via the City’s website at cityhpil.com/permanentmemorial, the twice-weekly City eNews (cityhpil.com/enews) and social media (facebook.com/HighlandParkIL and twitter.com/CityHPIL.)

The City will continue to maintain the temporary memorial as a place for remembrance until a permanent memorial is established. The temporary memorial at the Rose Garden (located adjacent to City Hall at 1707 St. Johns Avenue) offers a quiet space for reflection and privacy for grieving families. El Consejo de La Ciudad De Highland Park Continua el Dialogo de la Estructura del Comité para la Planificación del Memorial Permanente

Durante la reunión del Comité Entero de la Ciudad de Highland Park del lunes, 27 de febrero del 2023, el Consejo de la Ciudad de Highland Park continuo con el dialogo referente a la estructura del comité que será compuesto para planear el memorial permanente. Este memorial permanente tendrá el propósito rendir homenaje a las personas que fueron lesionadas y para las personas que trágicamente fueron arrebatadas en julio del 2022.

La Gerente de la Ciudad, Ghida Neukirch, y el consejo entienden que la mejor practica para llevar acabo estos diálogos se tiene que tener compasión y deben ser sensibles mientras se lleva a cabo la planificación. Es muy importante para el Consejo de asegurarze que las voces de las familias que terriblemente perdieros a sus seres queridos sean tomados en cuenta durante el procedimiento de la planificacion. 

En la reunión se dialogo acerca de los beneficios y las dificultades, pero el consejo no tomo ninguna decisión. Durante el dialogo el consejo dialogo acerca de la importancia del involucramiento y opiniones de victimas, sus familias y los sobrevivientes. También es importante comunicar información bilingüe a la comunidad. De todas maneras, todas las juntas seguirán abiertas al publico. Las agendas y las notas serán publicadas en acuerdo con la ley de reuniones abiertas.

Adicionalmente, están conscientes de que el tiroteo de Highland Park aún sigue muy reciente. Existen muchas personas que todavía se están recuperando de las lesiones que recibieron. El Consejo de la Ciudad ha dialogado la importancia de relatar información a una comunidad diversa. La planificación será un proceso que se tardará varios años. Dentro de estas conversaciones que ha tenido el consejo, también se dialogo acerca del balanceo de las necesidades de nuestra comunidad diversa que fueron directamente impactados por el tiroteo. El dialogo seguirá en una reunión a futuro con el Consejo de la Ciudad.

Se anticipa de que la planificación del memorial permanente tarde varios años. La prioridad es que sea un proceso transparente y asegurar de que se provean oportunidades para la opinión pública.
