Second St. Infrastructure Improvements Project

second st - CopyJune 20, 2024 -- Work is well underway on the Second Street corridor between Elm Place and Central Avenue! The removal and replacement of the storm sewer will continue throughout the week as the crew continues south. Installation of curbing and concrete underlayment (pictured above) will be completed by the end of the month. A majority of the pedestrian access pathway is now concrete underlayment. 

In July, Second Street will see the completion of the underlayment and electrical conduit installation. As this work progresses, brick pavers will begin to be laid. By August, the installation of brick pavers should be complete as well as the installation of the streetscape, including trees, planters, benches, bollards and lights.

The City continues to work with the construction crew to allow for pedestrian access through the use of signs marking pedestrian access points, “businesses open” information, and other directionals. There may be intermediate time periods where access may be limited to complete work in a specific area.

June 17, 2024 -- Work on the Second St. Improvements Project continues, and businesses are OPEN during construction! Please see below for highlights of progress and upcoming work:
  • The removal and replacement of the storm sewer will continue throughout next week as the crew continues south.
  • Installation of curbing and concrete underlayment will continue through the remainder of June.
  • In July, Second Street will see the completion of the underlayment and electrical conduit installation. As this work progresses, brick pavers will begin to be laid. The installation of brick pavers is anticipated to be complete by August.
  • The installation of the streetscape, including trees, planters, benches, bollards and lights will also take place in August.
Please be mindful of the following when supporting your favorite Second St businesses this summer:
  • There is a marked, packed gravel pedestrian access way on the east side of the street to help you navigate to the buildings from Central to Elm Place – this is an active construction site, please use the designated access points at Central, Elm Place and at the Second Street Surface Lot (1865 Second St) to negotiate the pathway. A concrete pathway will be poured in the coming weeks, replacing the current pedestrian access way.
  • Please note Second St is closed to northbound vehicular/bicycle traffic between Central & Elm Place during this project.
  • There are temporary 15-min parking spaces located in the newly reconstructed Second Street Surface Lot (1865 Second St). Parking is also available on-street on the west side of the street, at Renaissance Place, in the surface lot at 1910 Second St and throughout the CBD. Visit the City’s parking map for all available parking options.


May 16, 2024 -- The City is excited to share information about updated improvements that will take place along Second Street between Central Avenue and Elm Place. As part of the City’s Capital Improvement Planning process, Second Street was considered by the City Council and City staff as an opportunity for revitalization in the Central Business District.

Improvements include:

  • Widening of the sidewalk with the inclusion of brick pavers on the east side of the street
  • Creation of bump-outs to allow for more outdoor dining access on the east side of the street
  • New LED street/pedestrian lighting
  • Storm sewer upgrades
  • New asphalt pavement to include pavement markings

The Second Street Infrastructure project is slated to kick off on May 20, 2024 with saw cutting along the area to prepare for removal of the current infrastructure. On street parking will continue to be available throughout the area while this work is being completed.  

Construction will begin on the east side of the road beginning May 28, 2024, near the intersection of Second Street and Elm Place. Work will continue south through the area towards the intersection of Second Street and Central Avenue. During the construction period, on street parking on the east side of the street will not be available. One lane of traffic will continue to be available for the duration of the project. All construction will take place during normal construction hours, Monday thru Friday, 7AM – 7PM, with potential work taking place on Saturdays, 9AM – 5PM, no work on Sunday or holidays. The tentative completion date of this project is scheduled to be in late August 2024.

Access will continue to be available to all businesses located on Second Street for the duration of the project. Outdoor dining for businesses that participate will not be available during the project but will be available upon completion. Temporary 15 minute parking spaces will be made available in the Second Street Parking Lot for patrons to utilize when visiting businesses for short term pick-ups.
