Comprehensive Translation Services


The City of Highland Park is seeking proposals from qualified firms to provide comprehensive translation services for written City communications, including scheduled and recurring assignments, as well as crisis communication. 

The City is committed to enhancing accessibility of communications by providing communications such as the bimonthly newsletter, forms, and other correspondence in languages other than English as required. The City’s primary need is for English/Spanish translations, but it is anticipated that additional languages may be required, including but not limited to Russian, Ukrainian, and Polish. The City is engaging a consultant to provide feedback on diversity, equity, and inclusion initiatives, which will include recommendations pertaining to additional languages which may require translation.

According to the most recent American Community Survey five-year estimates, approximately 16% of Highland Park residents speak a language other than or in addition to English. Spanish is the most common additional language (8.1%) followed by Slavic languages (2.3%).[1]

For the purposes of this RFP, the City seeks experienced firms with the capacity to provide services in these languages in the future, but is requesting English/Spanish work samples only at this time.

Questions & Answers (February 23, 2024)

The City reserves the right to make clarifications, corrections, or changes in this Request for Proposals at any time prior to the time proposals are opened. All questions regarding this proposal should be directed in writing to Amanda Bennett, Communications Manager, at  Questions will be accepted until noon CST on Wednesday, February 21, 2024.  All questions and responses will be compiled and submitted to all known potential respondents electronically in one general response memorandum by 5:00 PM on Friday, February 23, 2024 and posted on the City’s web site at

RFP Submittals

Proposals must be submitted digitally. To submit a digital copy, please e-mail to with subject line, “Translation Services RFP.”  

Proposals must be received by e-mail no later than 12:00 PM CST, Friday, March 8, 2024.  Proposals submitted after closing time will not be accepted.
