Electric Aggregation Program

The City of Highland Park is part of the North Shore Electricity Aggregation Consortium, a group of seven communities formed by the Villages of Deerfield, Glencoe, Lake Bluff, Northbrook, and Skokie along with the Cities of Highland Park and Lake Forest focused on securing affordable electric aggregation supply for its residents and small businesses. The Consortium selected Chicago-based MC Squared Energy Services, LLC (mc2) to serve the Consortium with electric supply from October 2021 through October 2024. Each participating community within the Consortium is provided a Civic Contribution annually from MC2 which is used to meet sustainability and other goals and objectives established by each community. MC2 will provide eligible residents and small businesses with electric supply pricing equal to the monthly ComEd published tariff supply rate during the remaining term of the electric aggregation program.

Since 2009, Illinois state law allows municipalities to arrange for alternative suppliers to provide electricity to their residential and small commercial retail customers. This process is known as electric load aggregation. Aggregation is essentially seamless for the customer because ComEd continues to be responsible for billing, electricity delivery and customer service.

Official notices will be mailed, per state regulation, throughout the tenure of the contract to those eligible residences and small businesses, providing information on the program and offering the option to opt-out by a date certain. Those who do not opt-out will be automatically enrolled in the program There are no fees/charges to take any action to participate or remove your household from the program. The rate for supply with MC Squared Energy Services in the City of Highland Park Electric Aggregation program will always match the ComEd monthly tariff rate. This rate is a variable rate, as it could change monthly. Participants’ residential or business billing will not go down, but will match the published ComEd monthly rate. 

If you are currently participating in a community solar savings program, or will be in the future, this municipal electricity aggregation supply program will not impact your community solar program. The community solar generation credits provided by ComEd are independent of this aggregation program.
