City of Highland Park Bans Coal Tar

All City pavement sealant professionals must obtain an annual license

The Highland Park City Council approved a ban for the sale and use of coal tar products in Highland Park at the January 9, 2017 Council Meeting. The decision was made based on findings of the City’s Natural Resources Commission (NRC), which concluded that coal tar sealants have an impact on public health and the environment. As a result of the decision, all pavement sealant professionals must secure an annual license from the City before performing any pavement sealing.

Coal tar is not available for sale at Highland Park local retailers and is prohibited on public and private property. Residents should ensure that their contractors are licensed by visiting the City’s website or contacting the City Manager’s Office.

The NRC has been researching the environmental impact of coal tar-derived pavement sealants in connection with improving storm water management and addressing water pollution since November, 2014. Coal tar sealants are known to contain polycyclic aromatic hydrocarbons (PAHs), which can cause cancer and birth defects in aquatic life. The overall justification of the ban states that coal tar driveway sealants are widespread pollutants of water and major health threats; homeowners and businesses can easily use similar pavement sealer products without coal tar; and many municipalities and states have already banned the use of coal tar products for the better good of the community.
